Communities Empowered for Local Decision Making Program (CELD)

In October 2004, the Urban Institute (UI) started implementation of the Communities Empowered for Local Decision-Making program (CELD), funded by USAID. The overall objective of UI/CELD is to encourage more effective, responsive, and accountable local governance in Georgia. The main function of the urban Institute is to provide technical assistance to the local self governments, give recommendations for the legislative activities, promote the reforming process of budget and financial systems and encourage citizen participation in local self governance process. UI is working with more than 35 partner cities in Georgia implementing the following: budget and finance, performance management, associations? development, NGO development, legislation and decentralization, local economic planning, youth, gender and civic education.
